As a grassroots census worker, I feel it is necessary to tell the public the truth about what I personally experienced, and I also hope the relevant authorities will seriously reflect on this census. I participated in the 2000 national census and was fortunate to serve as a planner and supervisor in my district. In the town where I worked, after verification by our census workers, the final population count was slightly over 39,000. This figure came from door-to-door surveys conducted by census enumerators and should have been the most accurate and reliable. Most of the enumerators were staff from neighborhood committees, which submitted monthly reports on population changes, including marriages, pregnancies, births, deaths, relocations, in-migration, outbound household registration transfers, temporary in-migration, and temporary residents. After we submitted the data, the Harbin Census Office sent it back for rechecking, claiming that the discrepancy from their expected figure was too large. According to the projections of the Heilongjiang Provincial Census Office, every locality in Heilongjiang was expected to have at least about 10% population growth between 1990 and 2000. If the reported figure failed to reach that level, it was assumed that the local census had missed people. But I can say with certainty that our census workers could not possibly have missed 5,000 people—12.5% of the total population. Although we repeatedly explained and rechecked the figures, higher authorities refused to listen. At the time, the preliminary census count for Heilongjiang Province was about two million below the provincial estimate. County census officials mentioned this at a local census meeting. This shortfall later became the numerical basis for requiring us to continue rechecking and ultimately “fabricate” additional people. Some local officials even said: Why report such a small population? Fangzheng County, where I worked, was expected to have a population of 230,000. The Heilongjiang Provincial Census Office claimed that 45,000 people had been missed and ordered the county to recheck. How did we eventually satisfy them? In one word: by “fabricating” people. In my town, the quota was 5,000 additional people. When I received this order, I could hardly describe my feelings. It amounted to a complete denial of our true census results. We had no choice but to fabricate 5,000 people who did not exist. At first, everyone was oddly enthusiastic about “making people up,” but after several of us had invented a few hundred names, we quickly ran out of ideas. We simply did not know how to continue. This kind of lying made us sick. In the end, we forced ourselves to continue. How were these extra 5,000 people created? We could not invent separate addresses for them, so we inserted them into existing households. We selected a residential complex with a little over 2,000 households and distributed the 5,000 fabricated people among them. As a result, nearly every household gained two or three extra people. That was the final reported result for a census district thoroughly distorted by fabrication. In this way, our town completed a census with 12.5% more people than actually existed, and our county completed a census with an additional 45,000 fabricated residents.
