I have a bold but careful, science-backed proposal: fill in the South Bay. Why it makes sense, and why it's feasible: 1 This stretch of the South Bay is extremely shallow — just a few meters deep on average, with bay mud underneath. Filling it is not hard. Foster City was built exactly this way in the 1960s, right in the Bay. There's local precedent. 2 What the Bay Area lacks most is land: we're short hundreds of thousands of housing units, and this site sits right next to South Bay job centers (Google, Meta, and others are right there). Reclaimed land here would be the most valuable residential land in the country — jobs and housing balanced in one move. 3 Most of the circled area isn't "pristine bay": much of it consists of artificial salt ponds diked off decades ago for salt production — former industrial land, ecologically a different story from natural tidal wetlands. 4 The transportation backbone is already there: the Dumbarton corridor (CA-84) runs right through it. The reclamation could be bundled with the Dumbarton rail revival as a single package, making funding and approvals far easier to secure. What do you all think?
