Unpopular opinion: your AI agent doesn't need more tools. It needs fewer, better ones. You've given it 40 tools and it picks the wrong one every time, because 40 tools is 40 ways to be confused. A model with three sharp tools beats a model with thirty blunt ones. Tool count is not capability. It's just a longer menu at a restaurant where nothing is cooked properly.
