The "harvest now, decrypt later" problem is exactly why this can't wait. Plenty of data encrypted today is meant to stay secret for decades, so adversaries only need to store it until quantum hardware catches up. Crypto-agility matters as much as the new algorithms themselves — migrations like this take years inside large orgs, and starting early is the only way the math works out.
