In response to Vladimir Putin’s proposal for talks on the Russia-Ukraine war on the sidelines of APEC, the United States is taking a notably cautious approach this time. Putin, a former KGB officer who rose through the ranks of the Soviet intelligence and security apparatus, has spent much of his career in senior intelligence and security roles. His decision-making style has consistently emphasized exploiting divisions within opposing coalitions, using negotiations to gain strategic breathing room, and consolidating territorial and political gains rather than pursuing reconciliation out of goodwill alone. Putin’s latest proposal for a trilateral summit that would exclude Ukrainian President Volodymyr Zelenskyy comes at a time when a U.S.-Russia diesel deal has been reached and President Trump has expressed openness to ending the war. Russia is clearly attempting to reframe the Ukraine conflict as a great-power deal at a moment when its battlefield position and energy leverage are relatively favorable. Its apparent objective is to lock in territorial control and weaken continued Western support for Ukraine. For the United States, the risks are significant. Moving forward with such a summit could be interpreted as tacitly accepting Russia’s terms, undermine the confidence of European allies, and provide the Chinese Communist Party with a higher-profile platform from which to influence Eurasian affairs. The United States should insist on verifiable ceasefire arrangements tied to sanctions policy, rather than allowing Russia to dictate the agenda. Senior U.S. officials have told the media that President Trump has not yet agreed to participate in the proposed summit. However, given his campaign pledge to end the war, he may remain open to the possibility. The Kremlin, meanwhile, has stated that all three parties acknowledge the hypothetical possibility of such a meeting, but no concrete agreement has been reached.
