Bismarck was also aware about small hats. If he was in charge during ww2, probably he would be too conservative to declare war on the USSR. Then the potential of Soviets invading central Europe in 1942-1944 should not be neglected. I do think that if Ludendorff was in charge in ww2, Churchill, Roosevelt, and Stalin would be beaten badly. Since Ludendorff was the architect of total war, Germany would most likely mobilize completely way before 1943 in OTL. Hence more aircrafts, panzers, submarines, and everything in 1940-1942. He would probably not spare the BEF at Dunkirk and capture Moscow in 1941. He was also very antisemitic and far less Anglophilic compared to Hitler.
