🚨URGENT APPEAL: Requesting the Croatian Government to Protect Huixian Qin To: Ministry of the Interior of the Republic of Croatia (@DavorBozinovic) Office of the Prime Minister of Croatia (@VladaRH @PremijerRH) Sisak-Moslavina Police Administration (@mup_rh) We write with deep anxiety to issue this urgent appeal for life-saving assistance! Huixian Qin (26 years old) is the daughter of prominent Chinese human rights defender Dongling Liu. As one of the initiators of the "Ban the Great Firewall" (BTFW) movement, Dongling Liu has long been engaged in human rights advocacy and has become a target of transnational repression by the Chinese authorities. Consequently, Huixian Qin has suffered severe political collective punishment and persecution in China. To escape this persecution, Huixian Qin was forced to flee China. A few days ago, she got lost, fell critically ill, and lost contact with her family along Highway A3 in Croatia. Following an emergency police report, the Croatian police dispatched quickly and rescued her safely. We express our sincere gratitude for the timely rescue provided by the police. However, immediately after her rescue, Huixian Qin was detained by the Sisak-Moslavina Police Administration and is currently held incommunicado with her communications severed. According to friends who attempted to visit her, the police are planning to illegally push her back (Pushback) to the wilderness/forest area along the border between Croatia and Bosnia and Herzegovina. We urgently appeal to the Croatian police NOT to execute any pushback, as it will directly endanger her life: I. Persecution Stems from Transnational Repression & Collective Punishment The threats and persecution Huixian Qin faced originate from her mother Dongling Liu's human rights advocacy, as well as her own pursuit of freedom, democracy, and defense of human rights. Facing imminent danger to her life, Huixian Qin was forced to flee China late at night on September 2. II. Severe Physical Illness and Psychological Trauma Huixian Qin suffers from severe lumbar disc herniation and Post-Traumatic Stress Disorder (PTSD) / depression. After long-distance, high-intensity walking during her escape, her spine is severely damaged, making even basic walking extremely painful and difficult. Abandoning her in the cold and desolate wilderness along the Bosnia border is equivalent to pushing her toward paralysis and death. III. Core Demands Based on EU Law and the European Convention on Human Rights (ECHR) In accordance with the Croatian Act on International and Temporary Protection and the European Convention on Human Rights, we request: 1. Strictly prohibit her deportation or abandonment in the Bosnia border wilderness to guarantee her life and safety. 2. Initiate a fair and transparent refugee status determination procedure to grant her legal protection. 3. Immediately arrange medical facilities to treat her severe spinal damage and psychological trauma. 4. Restore her right to communicate and permit visits from legal counsel and family members. We firmly believe that Croatia is a country that upholds the rule of law and human rights values.
