Oct 30: a Minnesota judge ordered DHS to bring back a Nicaraguan man ICE flew to the Central African Republic in August. He held CAT withholding against removal to Nicaragua. ICE must start his return by Nov 4. A removal order is not a blank check to send you anywhere.
