Chinese *chengguan* (urban management officers) ganged up on an elderly man selling *tanghulu* (candied hawthorn skewers), subjecting him to a physical assault. One officer, "Officer A," engaged in a scuffle with the elderly man; as the man ducked to avoid a blow, the officer—due to his own clumsiness—tripped and fell face-first onto the ground. A second officer, "Officer B," who had been intervening in a biased manner, immediately seized the opportunity to shove the elderly man to the ground from behind. Two young, able-bodied men thus bullied a frail, white-haired senior—a man whose only livelihood was selling *tanghulu* to support his family. In the past, there have even been horrific incidents where *chengguan* threw elderly individuals to the ground with such force that it resulted in their deaths. Furthermore, when police are called to the scene, they often claim that assaults committed by *chengguan* fall outside their jurisdiction. Yet, should an ordinary citizen strike a *chengguan* officer, the police are quick to take action against that citizen.
