38 towns just said no, and only one said yes. Voters rejected AI data centers in 38 of more than 40 local votes across 13 states. Six cities banned them outright, 12 capped their megawatts, and only Harwood, North Dakota sided with the industry. I used to read a factory announcement as momentum. I now read it as the easy part. Permits, power, and community consent look like the hard constraint on AI expansion, so the next race is for land, electricity, and trust, not just model size.
