Russian Presidential Envoy Dmitriyev to visit the White House; will attend an event on Russia and Ukraine hosted by Melania Trump and meet with Trump administration officials. According to a Reuters report on November 5, Kirill Dmitriev, an envoy for Russian President Vladimir Putin, is scheduled to visit the White House that day to attend an event hosted by U.S. First Lady Melania Trump—which includes representatives from both Russia and Ukraine—and to hold talks with officials from the Trump administration. Two individuals familiar with the matter confirmed these plans to Reuters. The White House announced on November 3 that Melania Trump will deliver remarks at the White House on November 5 at 11:00 a.m. (Eastern Time) regarding a six-day, localized ceasefire in the Oleshky area of Ukraine’s Kherson region—a truce she helped facilitate by personally bringing together representatives from Russia and Ukraine. This ceasefire has created the necessary conditions for the delivery of humanitarian aid and the evacuation of civilians from the area. Kremlin spokesperson Dmitry Peskov stated on November 4 that Russia plans to send Dmitriyev and Commissioner for Human Rights Yana Lantratova to attend, though the final arrangements remain subject to visa and travel logistics. Ukraine, for its part, intends to send representatives including its Commissioner for Human Rights, Dmytro Lubinets. Reuters notes that, beyond humanitarian matters, Dmitriyev’s visit will also touch upon U.S.-Russia economic and commercial cooperation. The two sides have previously maintained contact regarding the release of detainees, the reunification of Ukrainian children with their families, and humanitarian operations in Oleshky. It is worth noting that this visit takes place following the U.S. midterm elections on November 3, marking the first face-to-face contact between U.S. and Russian officials since the election results were announced. Meanwhile, the United States, Russia, and Ukraine are planning a new round of peace talks in Abu Dhabi on November 10. Furthermore, the Kremlin has confirmed that Russia is making preparations for a potential trilateral meeting—involving Vladimir Putin, Donald Trump, and Xi Jinping—to be held on the sidelines of the APEC summit in Shenzhen, scheduled for November 18–19.
